LED strips count as peripherals, right?

Unlikely, it depends on the strip but that one looks like the proper place to cut. They are wired in parallel usually.

@bigmouthbob1 I'll confirm what @r4tch3t said. I work in Product Development at my job. Those lines are the circuitry. Every black line represents where LED strips can be cut without breaking a proper circuit. The only caution is to cut directly in the middle as accurate as possible.
