it absolutely will and by a whole lot because you are going to game on a 1080p monitor with a card that is meant to play at 1440p ULTRA or 4K high settings...

your build doesnt make sense at all you absolutely don't need a 1080ti to game at 1080p 60hz that's stupid...so yes the card will be bottlenecked to hell and back by your monitor choice.

Your parts list is super uneven. Getting a 1080p 60 hz monitor with a 1080 ti is wasting money on the GPU. Something like this would be much more even

then if you want to do ultrawide 1440p, or 2560x1440 ultra settings high-refresh...or VR with super sampling, or 4K high/ultra...it's fine...cause this is what these GPU's are intended for.

bruh, get a 1070 and use the rest of the money for a cpu. Its pointless getting a bloody 1600 with a 1080ti; the gpu wont be bottlenecked, but it will not be able to reach its full potential at all
