Maybe try removing your overclock and running at stock settings, and then trying the test again?

Unstable OC can cause all kinds of problems.

It should be noted that the issue didn't occur with HBO GO so as I assumed for months, it's not hardware related. It happens on youtube and a few other sites which I can't name off the top of my head.

I'm not familiar with LatencyMon so forgive me, is the issue exclusive to one browser? Is general windows related sounds in sync? Not that there's many but have you noticed issues there?

It's not exclusive to a browser sadly, both Firefox, Edge, and Chrome exhibit the issue.

Yes, I've tried that with multiple drivers, oddly like I said, the issue is site specific. I don't think the issue persists on Twitch.tv but I can't truthfully recall. I do know it certainly doesn't affect HBO GO or VLC app

It could be an issue with engine that those websites use to play video, you know how everything used to use Flash? I think Twitch uses HTML5 player now? Maybe your system doesn't like HTML5 player?

Definitely seems plausible, I don't know what's the cause or fix though. I've heard disabling hardware acceleration but that's not a compromise I'm willing to make. At the very best, it's a workaround rather than a solution. The issue obviously isn't the system's hardware.
