running an os from another drive inside another os?

I have an ssd with windows 10 on it and an hdd that have Mac OS 

can I run windows that is on the ssd using the ssd when am on Mac OS ?

You can with a virtual machine that supports using a physical drive rather than use a virtual disk drive. Here's a way to do it through VirtualBox: https://superuser.com/questions/495025/use-physical-harddisk-in-virtual-box
