Does pull mean radiator first then fan?

Fans are generally a lot more effective at pushing air. You can feel that by putting your hand in front of, then behind a fan, and you'll feel much stronger air-movement behind it.
So a pull config might make cleaning easier, and might look better, but it will be less effective. If you have a stock intel cpu, it doesn't really matter, beause it's gonna be hot af anyways. Just know that putting it in push will yield a bit better cooling (2-5 C max).

Sorry but it's really not that big a difference.

Feel free to watch the full video but every time Push vs Pull has been actually test, the difference in temp has been to within 1C or just margin of error.

1 degree different is negligible.

The only time fans make any actual different on a radiator is when you're running fans on both sides instead of just one side; PushPull instead of only Push or only Pull.

Pull may be easier for dust management but I'd say, if you're willing to clean you case now and again and don't mind getting your hands dirty, then just go with whatever looks best in your case. Difference in performance isn't going to really be a concern.
