Where should I cut into to keep the budget?

I need to keep the total cost under $1100 because of sales tax(Why must I suffer) And I can't help but keep the cost over $1250.

I want to keep the 1070ti for 1440p but I might have to cut down to a 1060 for 1080p

You know, you can just use an RX 580 8gb or 1060 6gb(what I do) for 1440p.

Changing the form factor would save a lot of costs. 

Change the RAM to a cheaper and faster kit, and change the SSD to the SL308, that would also save some cost.

If it doesn't bother you so much, you could go for a cheaper case. Cases like the s340 or s340 elite are cheaper and still look really nice.

The SL308 on newegg is only $5 cheaper.

And the build Is focused around ITX.

You can get way cheaper 580 8GBs.

The performance difference is offset by the ability to upgrade to 16GB without having to replace the RAM you already have

That thing is a fire hazard. There are lots of actually good PSUs for $30-60, like the TX550M
