can i game modern games with 4 2,66 ghz cpu´s

Hi i was wondering if i could play games that have minimum requirements of a 3 ghz cpu like fallout 4 with 4 2,66 xeon cpu´s?

you could play them, but i dont know how games scale over multiple processors, and keep in mind that some games do this different than others (sometimes better, sometimes worse)
