It's actually not the panel's native refresh rate, it's just the TV processing the 60hz signal coming from the HDMI interface (which is capped at 60hz at 4K due to bandwidth limitation) into 800, 1300 Hz or whatever hertz they wanted. It's not as good as native refresh rate of the panel.

It's not the image refresh rate as @Pesukarhu pointed out, they just slap it on the product page because large numbers look good in marketing material.

Even if the panel had a refresh rate that fast, that doesn't mean it actually accepts a signal input of that rate.
