VRAM is different from RAM.

VRAM is quick storage accessed by your graphics card and is built into the graphics card board itself.

The one you are increasing now is the motherboard's ram, meant for use by the whole system, not proprietary to the graphics card.

The 1060 3GB you selected has 3 GBs of VideoMemory.

The RX 480 4GB ver has 4GBs of VideoMemory.

Do note that the 1060 and 480 at this point in time has 2 variations, the 1060 having a 3GB model and a 6GB one, and the RX 480 having the 4GB and the 8GB one.

The cards seem to be very similar however, the main GPU processor is different with each iteration, which the one having more memory having the better processor.

i.e. 1060 6GB > 1060 3GB

 

RX 480 should be considered instead of the 1060 and also try to fit an SSD into the budget, you will thank yourself in the long run.

Get faster RAM. Ryzen CPUs benefit from that.
Don't get GTX 1060 3GB. Get RX 480 4GB instead. (or GTX 1060 6GB/RX 480 8GB)
The PSU is mediocre. Get a better one.
Get cheaper wifi adapter like TP-LINK WN881ND

Why don't go for R5 1500X?

Because I'm planning to maybe stream,record,and edit videos.

3GB is fine.  People overestimate how much the 1060 will use at playable settings.  However, I still recommend the RX 480 just because it's cheaper.

Is there a specific rx 480 you recommend? Cause it seems like there are multiple versions.

I would personally get the cheapest dual fan card since you are going budget.

If you stream then you want a more powerful PC than this TBH. The common misconception that "more cores = better" when streaming is way overblown. In reality, the best CPU for streaming is still a Kaby Lake i7 with it's integrated GPU that you can use for Intel Quick Sync. The one thing that Quick Sync requires is a monitor plugged into your iGPU. 

 

X264 is very, very CPU intensive and I would not recommend it if you're streaming video games. I'd recommend an Intel part for that so that you can use the iGPU, provided you have a second monitor to plug into the iGPU (literally any monitor, can be a free monitor off Craigslist).

 

Is it possible to scrap the idea of streaming with this hardware entirely and assume you can get an external capture card down the line? Cuz if so it would make it much easier to balance your PC's specs with your budget.

 

EDIT: Thought I'd include some footage of my stream with Intel Quick Sync as the encoder using the iGPU from my 4770S (older and worse than a more modern Intel chip).
