If you want an i3 go for a 7100, get a GTX 1050 2GB instead as it is slightly faster than the RX 460 and see if you can fit an SSD into your budget.

You'll want to go with an i5 quad core for streaming.

 

Then also go to 16GB when ever you can on the memory in the future.

 

Also, i consider that you use Hardware acceleration on the GPU for all your game streaming. It will help you an absolute ton in CPU usage.

What is the difference between the one with one fan and the other with two fans for the GTX 1050 2gb

The card with one fan will run at higher temps than the card with two fans.

you need a new mobo and you pay 189 dollars vs 179 for older cpu with worse performance

I actually like this build, but I've heard that the 1050 ti doesn't give you price for preformance

Yeah I think if you want to spend the money on 1050 ti you can get a RX 470 which is way better for like 10$ extra or even the same price usually
