NF A14 industrialPPC-3000 PWM won't start up

Hi i just bought 2 noctua fans NF A14 industrialPPC-3000 PWM one works perfectly on any pin number of pins (3 and 4) but the other one won't start unless i disconnect it and plug it in again and it starts up and keeps on going.

has anyone else had this problem?

i've tested connecting it to the motherboard 4 pin and 3 pin and the same thing happens tried connecting it on my h440 fan header and it's the samething
