The big computer upgrade question. Need your intelligent opinion

So Upgrade the Cpu and Ram and mobo

Or the Gpu

Their are good arguments for both sides What do you think

 

• 1 x GIGABYTE GA-B85M-DS3H-A LGA 1150 Intel B85 HDMI SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard 

• 1 x Open Box: PowerColor PCS+ Radeon R9 390 DirectX 12 AXR9 390 8GBD5-PPDHE 8GB 512-Bit GDDR5 PCI Express 3.0 ...

• 2 x G.SKILL Ripjaws Series 8GB (2 x 4GB) ((((X2 16Gb total))) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model ... 2 KITS 16GB

• 1 x Intel Core i5-4460 Haswell Quad-Core 3.2 GHz LGA 1150 BX80646I54460 Desktop Processor Intel HD Graphics 4600

I could sell gpu for about 200$ and upgrade OR sell the other 3 things and upgrade to Ryzen 5 (6 core model when it comes out) all 3 would sell for 200-300$

 

What do you think I should upgrade

Looking at this first consider.Do you need to upgrade.Open your favourite game and task manager and look at the usage.That's still a pretty ok build

If you are only gaming, just get a used 4790K for $250 from ebay and call it a day...

Especially If your buying off ebay.I wouldn't even call it a risk.It's more of a matter of time before your refundd comes and you can try another seller

Honestly, your specs are fine. Sure you might want to go for a 4790k if you want to hit higher framerates at 1080p, but unfortunately that non-Z mobo really holds you back. Basically, as it stands, I wouldn't bother changing a thing because you could spend $300 and get very little improvement.

Some can still return to where they got it from and it's then sold as open box, not just ebay.

Safest from what? One can easily abuse a gpu or cpu by overclocking to the max, and then say they don't want it, by returning it, within the return limit.
