Will an Arctic Freezer 13 CO be good enough for a 7700k?

Pretty much anything will cool a 6700k/7700k, I even had mine running a stock intel cooler for a while (50c idle tho lol) xD

Good, as my friend is looking to upgrade his stuff, but he hasn't got a lot of money to do so.

Honestly, with all those heat-pipes that and big heatsink looks like a decent cooler

Yeah you should be fine with that as long as you dont do any extreme overclocking.
