4k upscale vs. 4k (receiver)

Quick question. I am considering buying this receiver  http://www.onkyousa.com/Products/model.php?m=TX-NR515&class=Receiver  . It says it supports 4k upscale does mean it supports 4k @60hz? Like if I hookup a pc, will I be able to do 4k 60? (yes, the TV on the other end supports 4k)

No upscale means it stretches pixels to fill the area to look like 4k. It has to be native 4k.

All the hdmi ports on the receiver are HDMI 1.4a which means the inputs and outputs will only be 30 Hz at 4k
