Building issues

I'm building a itx I have everything hooked up io is backward but other then that when I boot up for the first time it runs for 15 seconds shuts down then boots back up 15 seconds later pretty sure it's not my psu bc everything is getting power

That sounds more like something sorting or RAM issue. If you can't get into BIOS, I don't really think its cooling issue. Even loose contact with cooler should let you into BIOS and check the temps.

I don't even get a picture or anything but I hear a pewww when it shuts down instantly

That's why I think it's a the overheated protection

radeon graphics card 

750 corsair modular power supply 

Anarchy ram 

all of those should work right

The motherboard may need a bios update for that CPU.

Even weak contact (with paste) will let you go into BIOS. If you can't even see POST screen, its not cooler issue. I got 50-70C with stock cooler on i5-4460 when cooler was connected only by 3 pins.

On the ASRock Support download page it says that the latest BIOS will update the Intel Microcode, and that might be why you are having issues with booting.

I think the RAM thing is quite unlikely, like yes you can look at the QVL for RAM but even so a normal set of sticks should work. It's highly unlikely that a company would approve every single piece of RAM stick out there available on the market.

After cold boot that starting, stopping and starting again is normal. Its part of PSU self-test. By not posting you mean you aren't getting image? From images, 1) You don't have anything connected to GPU and 2) You haven't power connected to GPU. If you have GPU installed to mobo, it automaticly overrides any onboard video. Either connect cables to GPU or remove it and use iGPU.

Check GPU cables. If all fans are running (lights on etc.) its working but you just aren't getting video signal.
