That is hard. Why 1440p? That budget won't cut in. I would get a high refresh rate 1080p instead

Stock cooler might be loud but there is nothing much I can do (save money) and the case is fine but not the best

take this build and put a 1080p monitor a high refresh 1080p or ultrawide setup is better than a 1440p setup.
