no "heatsinkplastic" ? - Intel stock cooler

Hey please direct me to the right topic if Im wrong here..

So heres my issue:

 

While opening a new i5-6600 I found out, that there is no protective plastic cover for the thermal paste, like I am used to, on those CPUs. Thus the paste looks pretty dirty to me.

Although it looks like a new environmental-friendly way of packaging, Id just like to have some confirmation on that.

 

This shoud not turn into a discussion about how you shouldnt use stock heatsinks and I am well aware of some downsights this might have.

It seems fine to me. It wouldn't be a bad idea to replace it anyway as Intel cheap's out a bit on it. 

Please quote our replys so we get a notification and can reply easily. Never cheap out on a PSU, or I will come to watch the fireworks.

I used to work for a company that installed custom coolers and kept the stock coolers. We kept them in a shelf with little to no protection and they accumulated some serious dust. Then when ever we needed to use one we'd just blow the dust off with pressured air. To my experience the dust came off of the TIM just as easily as the metal parts. Whatever was left on there made no difference in terms or temperatures. It's a low-end cooler anyway. So I'd say just slap it on, it'll be fine.
