Can my PSU handle an asus strix gtx 1080?

No. CPU is the best for gpu and psu should able to handle it

I have got this PSU:  PSU Seasonic SSP-550RT 80+ GOLD.

Processor: I7 6700k
Grapichs card gtx 1080. (Currently 970).

And will my CPU bottleneck my gpu?

With my cpu oc'ed to 4.5 and a slight over clock on the 1080  only around 400 watts. My 3770k is a bottle next though.

970 and 1080 both recommended 500w or above from the website and its seasonic and its 550w easily will handle it.
