reinstall windows.

run the pc off a different/integrated graphics if possible.

try running the pc with only 1 stick of ram (if applicable).

If they can not fix it an you are not allowed to attempt to fix it, can you not get a replacement?

If the school is supplying you with faulty equipment, complain. Its inadequate for day to day use. You'll not get any work done.

If its a school laptop it might have a system lock on it that will prevent him from modifying any of the software on the laptop.

BUT if that is the case, leave flash where it is and download a portable version of Google Chrome.

Flash is probably causing the crashes thats why i told him to remove it. and it shouldnt have a lock on it

Flash is causing the crashes if its on another browser. Google Chrome uses its own custom version of Flash which is built into the browser. Even if flash is left on the laptop Google Chrome will not use it. As for the lock, how do you know? I know of plenty schools that lock down their PC's and laptops so that students cannot install software on them in case its malicious.
