Monitors under $200 before tax

My brother is looking for a new monitor and wants the cost to be under $200 before tax.  What would you recommend for a monitor ?  I think in that price range he should take a chance on this.  So far though we can't find reviews.  Is this a new product ?

 

.. and yes he has a gaming rig

It looks like a decent monitor. Check this one out too, only $210 but it's a fan favorite in these forums and is probably what I'm going to get :D

Oh and guys only link stuff in Canada or stuff we can get across the border in Port Huron MI.  That monitor from Newegg was from the US site.
