A real bottleneck

So as much as I dont like the overuse of the word "bottleneck", I'm affraid I have one.
I installed watch dogs, and experienced some serious problems. The game runs just fine but it has moments when it completely stutters and lags which last for several seconds and then again it continues to run normal. When the game lags like this, audio also lags and if there are subtitles, they become dissynchronized with the speach.

What I have discovered is that at moments when this happens, my CPU usage hits 100%, and that seems to be the only comonality between the stutters.

My system:

CPU: Phenom II x4 965
GPU: gtx 660
RAM 8 GB (2x4)

I am not expecting to run the game on ultra or something but this happens the same on ultra and on the lowest settings. I have tried setting textures on mid due to my 2GB of VRAM, and it is still happening.

So... any way to improve the performance of this game for me? Because I've seen vids of people playing watch dogs with Phenom II x4 955 which is weaker CPU than mine and they play it just fine...

you go to programs and then click "uninstall"..

seriously just overclock if you must but a badly made game cant be fixed by simple tweaks, my phenoms never bottlenecked me with anything in any game i played (bf3, bf4, hardline, world of tanks, payday 2, skyrim etc) its just watchdogs.

maybe wait for watchdogs 2?

I'm starting to think watchdogs isn't coded right for AMD cpus. JK it's not coded right at all for pc.

Maybe if I rename my pc to "xbox 360" it will run better seen as its fine on console :P
