So "disk 2" is my SD card and I used it on Raspberry pi a few weeks ago, I decided to remove it today but for some reason I cannot access the remaining 59 gb (its a 64gb SD Card). How do I fix this?

Easiest way to reclaim the entire size of the SD card is to clean it using Diskpart. Just be careful that you select the SD card before running the clean command, as it will nuke the partition table of whatever disk you have selected, rendering all the files on it gone. (Yes, there are ways to try recovering files from a disk whose partition table has been wiped, but why go there in the first place?)
