XMP not working, stuck at 2133 Mhz

I keep trying to set XMP profile 1 to 3600 Mhz and also set the voltage to 1.35V and I tried multiple times and it's still stuck at 2133 Mhz. I updated my bios to the latest and still won't work. Can anyone help?

MOBO: Gigabyte X570 Aorus Elite Wifi

Memory: 2x8 F4-3600C16D-16GVKC 

CPU: Ryzen 9 3900X

GPU: 1660 Super

and my ram is on there, just is missing the C... sooo I don't know.
