I have a 1660 oc 6gb and an 15 9400F will the CPU bottleneck my GPU

Depends on the game, settings, resolution, refresh rate, the weather.

 

That being said, a 9400F will keep up with a 1660 no problem in the vast majority of cases, or even with faster GPUs than that.

So you're fine.
