PC turns off after 2 seconds

Hello so my friend just got a problem in his pc  that stays on just for 2 seconds after he click the power button then it goes down can you guys help to figure out which part is making the issue 

his pc was working perfectly fine before

just a note : the electricity in his house was going down then several times but that was 2 days before the issue so I thought it may be the psu but I'm not sure so what do you say about that guys ?!

Does the water pump make noise when it turns on? Is the pump plugged in?

he has cooler master master liquid ml240l  and yes he had a  noise before started 3 days before this issue but not  sure where the noise was coming from
