Weird Windows issue where text and some icons won't load on startup

My friend is having this issue where when he starts up his computer, Wndows failes to load text in apps like file explorer and task manager. Any clues as to why?

A similar issue occurred in my PC. Try updating your graphic driver or reinstall it using device manager.

Press Win + R to open Run dialogue box the type

devmgmt.msc

to open device manager the go to display adaptor to apply changes.
