What country, what CPU

what resolution/refresh rate is your monitor?

every GPU can run free-sync now.

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?

Then depending on the games you play an RX 470-580 8GB is $80-100 and will run esports games fine

Otherwise the best value higher end cards are the $300 RX 5700s

MSI is supposed to have fixed the thermal pad issues by now.

Which is why those cards are so cheap.
