Yes,

 

GN did a piece comparing x16 to x8 and there was a large difference. I can only imagine that x4 will be even worse. https://www.gamersnexus.net/guides/2488-pci-e-3-x8-vs-x16-performance-impact-on-gpus

I miss understood this data. This shows a very small difference.

Did you actually look at the link you listed?

Did you read that? It made no difference. That was also with a GTX 1080, which is much more powerful.

Testing with the Titan V also showed little change between 16x and 8x. With 4x having some impact.
