Quick Question... Would I be ok with one radiator for my 9900k and 2080ti on water?

Depends on how you're pushing them and what size/performance rad it is, but you should be. A single slim 360 (Black Ice Nemesis non-GTS version) handled my 5960X at 4.5Ghz/1.2v vCore and a Radeon VII, both as hot/hotter components than the ones you're using. I'd still go for more rad space for comfort or if you're going to be pushing them hard, unless you can't fit a second rad very easily.

I have the below on hand in boxes new. Should that suffice?

The XSPC seems to be solid: https://www.xtremerigs.net/2016/04/21/xspc-ax360-radiator-review/4/

SE also seems to be a solid rad. At the very least I'd run the XSPC, would recommend using both, more thermal headroom is always a good thing. The Luxe 2 (renamed to the Enthoo 719 now IIRC) should handle that easy lmao, that case has masses of rad space. With an ITX system I believe you lost the bottom mount though? Still plenty of room in the top and front/side area.
