My PC is bugging out and I don't know what is causing the issues...

My computer has been dealing with a few issues... my PC has been getting stuck on the bios and usually takes about 2-5 resets to get it passed the bios. I always try clicking f12 to get into the boot menu but I think the PC is completely frozen in this stage. But once I get passed the bios the computer's USB is also kinda buggy.

 

My mouse and keyboard/any USB device plugged in will sometimes not turn on (this issue only happens when you first boot the PC). My mouse and keyboard are both RGB and automatically turn on lights when connected to a power source. So there is a sign of a lack of power going to my USB ports. I even plug my USB devices directly into the motherboards IO... So it couldn't possibly be a broken case port. To fix this I have to unplug and plug back in the devices not working. I even try switching which port my USB device is on but that doesn't consistently fix the problem.

 

After I get into windows and get all my USB devices fix I try getting my games to boot up. The less CPU intensive games run fine but when I get an esports (high fps)/high CPU demanding tittle running weird game glitches start happening... One that is the most common is a GUI artifacting glitch (that's the best way I can describe it)... The game will look fine when you don't touch the mouse but if you start to use your mouse any GUI on the screen will start glitching out. It is very annoying to see.

 

Also when I'm in a game (Mostly Call of Duty: MW 2019) It will randomly freeze. I tried self-diagnosing this problem in-game by double-checking recommended specs, CPU clocks, GPU and disk usage. Nothing seemed wrong besides my CPU % is high. Also AI in the game will start glitching out (in doom and titan fall 2).

 

I tried stress testing my PC by maxing the GPU and CPU. I noticed that my WATS would randomly drop but the volts stay the same.

I don't know how to fix this or what is causing these things to happen. I replaced my PSU and reinstalled my drivers, later reinstalled windows, reinstalled my drivers again and I have looked at every video under the sun to find a fix but I can't... I'm stuck

I got a 750w psu and I have a 2400g and rx 5700. I'm not sure if my old psu damaged my mother board because I still deal with the same glitches.

2400g has an onboard GPU.

See if you can take out the 5700 and run the system using the onboard GPU and the system still shows the same behavior.
