Ryzen 5 3600 Running Toasty And Throttling with an aio

I decided to test my R5 3600 the other day and i discovered that my cpu Runs at 80-74 degrees Celsius on full load at stock temps with the fans at max throttle (Btw i used prime 95 if that makes a difference). I thought this was fine since the amd website says the max temp is 95 Celsius. I checked Task Manager to then find that the cpu was throttling and was running at 3.8 ghz rather than it normal 4 ghz it normally runs at and there is no single core boost. I'm confused why its running at these temps, I've tried resitting the cooler and replacing thermal paste. I'm using a H100i Pro Water cooler, and Corsair Link only says the liquid temp is 26.5 Degrees Celsius! Ive also noticed a giant drop of the voltage under load, is that the problem? I'll post some screen shots of when its under full load and when its idling if that helps too. Also my mother board is a  ROG STRIX B450-F Mother Board.

Do you have mce

 

Check if the pump is working 

 

What's the fan curv 

 

Also how do you have your fans set 

 

Check the RAD

 

Check voltage

So you tested your cpu, which registered 80-87c but appeared to be throttling which it shouldn’t do till 95c.
That is different than my understanding of how these things are supposed to work.  Implies my understanding is off or something else is.  Might have been some sort of throttle other than a heat throttle, or the temperature  reading was somehow inaccurate.  I don’t think the throttle has anything to do with the cooler because nothing apparently hit 95c

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
