Troubleshooting my RX 580

My PC specs:

AMD R5 1500X (OC 3.9)

4X4 (16GB) CORSAIR LPX 3000MHz (after manual tuning but in specs with the modules)
MSI B350 PCMATE
AMD RX580 4GB (not OC'd)
PSU EVGA 750 W

My Problem:
I usually got high framerates in esports title, around 120/130 fps and that's fine - but happens that every couple(?) of minutes, for just a couple of frames my fps drop to 30
causing lots of problems as you could figure.
I also tried this LTT forum's solution to no avail.
I've DDU'd the drivers properly
I've set the Adrenalin drivers to "normal", disabling all the anti-lag and so on features, and still no luck.

I'm open to suggestions!

Maybe 4GB is not enough for your settings (texture resolution) and drops are when new textures must dynamically loads? Just guessing.

I don't think it's normal to drop 100 frames playing Overwatch (a toaster could run that game) - but I think at this point it could very well be related to CPU - maybe instability caused by the OC?

if I put down every graphics settings to mid or low I get framecapped at 1080p 300fps by the engine
(I'm mostly playing Overwatch at the moment)

In heavy team fights it is absolutely normal to drop fps severely at times especially when there are alot of animations at once. I have played the game for a long time and have experienced fps even on a r7 1700 that were fairly drastic.

Do you happen to have a multi monitor setup? It's possible that it's related.

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

So maybe use that freesync instead calculating frames for nothing. 300 fps means 2 of 3 frames are not displaying anyway.

They may not be displayed but that does mean the frames that are displayed are much more up to date than if you simply ran it at 75 fps. For a competitive esports game that makes a difference and I would not recommend running the game with the frame capped at 75 fps.

But I'm talking about freesync, not vsync.
