My 5v voltage rail is showing red in bios is it safe?

That is very low for a 5v rail. Either sensor is bad, or PSU is dying.

12V at 10.4V is pretty bad as well...
But you can't always trust motherboard sensor readings.

What PSU is it? Do you have a digital multimeter you can use to check the voltage?

It often sits at around 4.6-4.8 but sometimes dips down to 4.3 and restarts

As mentioned those are pretty bad. If putting the system under load caused the computer to restart I wouldn't be surprised.

 

If you have one available try a different PSU. If the numbers are just as obscure then you can't trust what your BIOS is telling you. If they improve significantly then it's time to buy a new PSU.

The fact the computer actually restarts tells you the readings are accurate. One thing I noticed is bios version 0212 seems really low for a H61 board, you should check if a newer version is available and update the BIOS.

 

Is this something that's always happened or has it only started recently?

I think i found out the issue maybe it’s the power source at the wall isn’t providing enough power when i changed the source i’m getting this reading 

is it okay now??
