IT Turns On Then Off And Then On and stays On but no output, i double checked the ram also

Ok.... it is POSTing now but this sound is heard?is it just electrical interference or an acute problem?

Maybe it is due to the led but could it be you're using 2 different memory sticks?

The high pitch, is it from the harddisk or from the cpu fan?

You may have to adjust the cpu fan configuration in the bios.
