Low FPS Issues and drops

Hi I am currently having issues with my FPS on GTA V being low and dropping all of the time. I run usually everything on the high setting and play with VSYNC on with the exception of Grass quality and tessellation being on Normal or off. I usually get barely 60 FPS while inside buildings but when ever I try to move around the map it will drop to the low 40s. I have tried lowering my settings all the way and I am still having this issue. My specs are I5 8600k, RTX 2070, 16gb DDR4, 1TB HDD 240GB SSD and 650W power supply. I'm not very good at this PC stuff so I'm trying to get as much help as possible because currently this game is unplayable.
