no it doesnt reduce quality and can be used for gaming. However you need active adapters specifically which can cost quite a sum

since your converting digital to analog, theres gonna be some quality reduction, mainly because analog signals get signal degradation. If your monitor has dvi, hdmi, or displayport, try using those. if your using an older monitor but still has DVI, id recommend using an HDMI to DVI cable, which you can find pretty cheap while still keeping a digital, clear signal and no degradation. 

in conclusion if you only have vga input on your monitor, then i guess hdmi to vga is your only option

one more thing, vga wont have support for high resolutions and refresh rates so for gaming its not the best
