Is there an app that can automatic make a call to an IP number when noise is detected?

You are looking at some sort of security cam solution. Those usually have built-in functionality to activate function when X is detected.

Something like that, but instead of a security cam it's a intercom on my apartment that I want to be able to answer remotely
