Pc powers on after switching socket on and off

Probably, most likely, not. The PSU isn't going to turn on until it gets the signal from the motherboard to do so. Even if you flip the switch on the back of the PSU on and off and on again.

The problem is either a bad power button or a problem with the motherboard. The power switch shorts the two pins the button is attached to and that sends a signal to the PSU to turn on.
You can check to see if it's just the switch on the case by just taking the connector off the two pin header and shorting the two pins together with something like the tip of your screwdriver. Also, many motherboards these days also have a power button on the board itself that over rides the case's power button.
If it still doesn't work, you can set the BIOS to "power on after power failure" and use the switch on the back of the PSU to turn the PC on, but you'll wear out the PSU's switch by doing that for too long.
