after installing new GPU it says power saving mode both on integrated GPU and external one

so today I installed my new GPU which is RX 570 and it didn't clearly clicked into the PCI slot but it felt pretty solid after that I connected power cables into it and screwed it then my PC started then beeps as normal but it just says "Power Saving Mode" and the monitor LED lights orange.The day before I installed my new GPU I was using my Intel HD graphics but now with the GPU in the PC installed it doesn't display nothing too.So its not the system im using it for like 1 year now with the onboard graphics no problems so I hope you can help me out   (Also I changed the place of my hard disk if this matters because of the GPU to fit in) sorry for my bad English tho

So where is the monitor plugged into? Have you swapped it around while th system is running? Are there any post led errors? Can you hear it booting into windows?

Just for a sanity check, make sure you are plugged into the video card's ports. Not the motherboard. If it is plugged in correctly, read below. 

Try plugging the monitor back into the motherboard video port, going into the bios and changing something like "Primary display output" to PCIe instead of iGPU. I've had that setting stick before when installing a GPU in an already working system.

the monitor is on the desk (if that's what you are asking).no I didn't swapped it around while the PC is working.no post errors it just says "power saving mode". ye I think it boots to windows it just beeps once like it always did so nothing strange about this.

I don't have nothing on my screen so I can't really get into bios

No....he's asking where is the monitor (cable) plugged into.

 

It should be connected to the back of your RX-570, NOT the video ports on your motherboard.

oh so wherever its connected I have still have no signal I'm using HDMI to VGA for the GPU .

update: my mobo is : gigabyte b250m d3h if that matters 2x4 Ram i5 7400 PSU 600w FSP

So, do you have monitor connected the the back of your RX-570?

HDMI is a digital signal. VGA is an analog signal.

If you are using a HDMI-to-VGA adapter, you need an ACTIVE adapter to convert the digital signal to analog.

Otherwise, you won't get anything.

DVI is still digital signal.

All the newer AMD/nVidia GPUs all use DVI-D .... like your RX-570.

You will need an ACTIVE DVI-to-VGA adapter.

 

DVI-I has extra 4 data pins for analog/VGA signal.

DVI-D does not have those pins.

when I get back home I'll say you exactly what's my monitor but its square LG monitor and it has only VGA port I'll maybe upgrade it later on this year.
