Csgo runs over 144fps on 144hz monitor

My cs runs 144fps on high settings in csgo. But it would be more if I would I get lower settings. On my old pc it ran 200fps with lowest and it had 60hz monitor. I know its locked to 144hz but where I can set it that the fps lock is above 144fps? Or is the screen tearing gonna be bad?
