    Availability on the R3 3100 seems like a problem, especially at MSRP. If you have a Micro Center near you with the R3 3100 in stock you could pick it up for $130 which isn't too bad. Grab a decent cheap board like an ASRock B450 Pro4 mATX and 16gb of at least 3200 mhz ram. Cheap storage, case, power supply, maybe an RX 570 for $130 as well. I think that should be around $550 as of right now. An i3 10100 and a cheap H410 board could push that down towards $500. From what I've read, the performance delta between the R3 and i3 isn't crazy, and both should be plenty good with a budget-oriented GPU. If you're looking for the most performance right now, I'd agree with Mateyyy. An i7 optiplex with a better GPU will be better today, but going new gives you a better upgrade path.

    The 3000G is not adequate for gaming. I mean it might work with unmodded Minecraft, but Apex - just no.

    In the US the used market is generally referred to as “craigslist” or “eBay”.
     
     I personally consider them a bad idea for storage in General. Storage and PSUs are the part of a computer that wears.  it’s pretty easy to buy something that is almost dead if you’re not careful.  Need to look the horse in the mouth with those. (A reference that makes zero sense anymore.  The easiest way to tell the age of a horse is the wear level of their teeth) 
     
    The good news is if you’re gaming sata6 is perceptually effectively as fast as the fastest pcie4.0 Nvme cars.  There still lots slower but can you really tell 1/8th of a second from 1/32nd of a second?  Generally the cheapest off brand stuff you can find that has cache.  Some very new SSDs with no cache can use system memory as cache which is almost as good.  Read/write speeds don’t matter much anymore because there all “lots”

    You should wait until then since a lot of new stuff are scheduled to be released in between and you'll also have more money for it.

    Yeah with such a long wait time, just hold off. There's many new parts incoming and I think you'll find yourself in a better position asking much closer to those dates 
     
    Right now is weird because of it
