doesnt matter as long as your GPU doesnt get too hot, the fan is temperature controlled so it'll just turn on whenever it's necessary

1-) Yes, a little high but not abnormally high. Your case or ambient might a little warm.
2-) Minimum fan speed is defined in vbios, mine also wont have fans running below %30.
3-) Yes, but not exactly necessary.

Ahh I see, I wasn’t considering the VRM cooling. Although, the nr200 does have fan mounts in the top for two 120mm fans. You can just have this set as intake and it will give you the VRM cooling. There is very little room for an adequate cooler with the vertical mount, so I still believe the AIO would be the best option in this case, especially once you go to the 5600x. Almost every vertical NR200 I see on R/SFFPC use this setup.

I never work with AIO before just because the hassle lol. And another reason for using low profile downdraft cooler is because i'm using cheap itx board from asrock.
The b550m itx/ac have a very small heatsink compared to other itx motherboard and from what i've read, it's beneficial to use downdraft air cooler. Thoughts?

If you want to, you can go full aesthetics and use coolermaster sickleflow or masterfan ARGB to match it's front panel. It's good enough to cool your parts.
For cheap black fans, any will do.
