Just for gaming. No streaming, video editing, or anything else of that kind.

Only 3rd and 4th gen ryzen, but if you only game you will be ok with a 3300x

the psu is semi-modular and doesn't have any other place where the gpu could be plugged in, other than the fan plug. The cable was bought 2nd hand from a shady website so that sounds like it could be the problem

From what I've seen they trade blows depending on the game. Ray tracing on an RTX 2060 can't be a pleasant experience. My RTX 2080 is borderline for me. Get the GTX 1080. As a bonus, it'll keep more of it's value for resale later.

1080 should be better. No ray tracing but otherwise should give slightly more fps in most games

To get a 1080p 144hz 27" monitor under $200 is gonna be tough.
The best i could find were these three monitors which are 1080p and 27" but only 75hz:

This one is JUST under $200 but the response time is pretty high:

If you're willing to go over your budget by only $30 then you can get:
ViewSonic VX2758-P-MHD
which is 1080p, 27", 144hz and only 1ms response time
(sorry that a few of these are in uk pounds but im british and i cba to change the money to dollars)

Just looking though Amazon is your best bet anything AOC, HP, ASUS, MSI should be pretty good. As for the price you might consider downsizing to 24 inchs i mananged to get this in december for £135 and i dont have any complaints currently though youll probly have a decent wait for any to come into stock a few weeks most likely
