it was my first build and its decent i could have done better with the wiring but oh well and i have had one amd cards and it was old it was the amd radeon hd 5670
then i upgraded to the 1050 ti and at the time it was good but that was 4 years ago lol

i'm most likely going to wait two weeks just in case the 3000 series for nvidia comes out

eBay has buyer protections, if you get scammed you have great options to get your money back. Avoid motherboards from China and motherboards without back plates or I/o shields (make sure to read the listing description)

If you can give us a more precise budget, we can help you narrow it down more. The games you listed are all new modern games that require a bit more oomph to run, especially The Division 2, in my opinion doing as @Fasauceome recommended would be your best option, you not only get a much better processor on a modern platform but also the upgrade ability is second to none with AM4. 

if you were interested in gaining an upgrade path, a Ryzen 3 1200 and cheap B350 motherboard off eBay would be the smart move. 8GB of cheap DDR4 is not hard to find either,
