Sell the 280x and get a 970 and save for a second 970. Two 970s will give you better results at 1440p 144hz and not cost much more than a single 980.

Try what @Hendrics suggested. Judging from your specs, I see that everything should be compatible with the RAM speed. 
Either there is something wrong with the RAM or your BIOS settings.

Just kidding. I found this out a while ago also. Just remember what DDR stands for, and be careful.
 
 
DDR means "Double Data Rate". CPU-Z is supposed to show half of your RAM's clock speed.
I have 1600Mhz, and it shows up as 798. Your RAM isn't defective. This is completely normal.
You should still get your RAM's original performance.

Remember cpuZ report x2 is the actual frequency. So 1333MHz on cpuZ is 2666MHz  in real.

I think there's something wrong with your motherboard. If its messing up RAM and CPU speeds it must be the problem. 
You should try to return it

Um, none? The rampage 4 extreme doesn't have two, and I don't think any other board does.
You might be able to have one plugged in to power but not the motherboard, so that it still works just without software control, not too sure.

No. Your motherboard only has one ROG_EXT port. Both the OC panel and front base need an ROG_EXT port, so no you can't have both connected at the same time.

Is there really any peformance gain from the newer R9 version of the card? What is new about it ?
I was also wondering if there is any point of using the 280x bios on the 7970?

It's exactly same card, but with different bios

Actually it would be better if you get three R9 290Xs, but it's going to need some good heat dissipation.

It'll still be faster than 2 titan blacks. Crossfire profiles are pretty good these days. If you're dropping $2k on GPU's, there is no reason to buy anything but a pair of 295s
