OC 4.0-4.5ghz 6c12t is fine for 99% of games.
OP: Perhaps wait for Navi, else 2070 should be a doubling of performance.

then maby i will get a water cooling unit for mit cpu and overclock it a bit counter the bottleneck a bit

I would get 2070 or 2080, or if you are a AMD boi, radeon 7
