yeah, an entry level GPU is sufficient, 16GB of Ram is all you'll need unless you are AntVenom.And as for the CPU, I suggest the Ryzen 5 1600 it has 6 core it is unlocked and the cooler it comes with is gd you can overclock it a bit.

This is the RTX 2060, the best GPU under 400$. It will do 1080p and 1440p no problem and pretty good frame rates.

Well if you are streaming the ryzen 7 is better with the better multi thread performance. But I recon you wait for Ryzen 3000.

Well probably to replace the RX590, with RX 580s at 180$ and less they are not competing anymore in the same price range.

I think that to a dedicated gamer, the peripheral that they are most comfortable has more overall benefit than the 'objective' but minute differences in various input forms. For example, I could probably be a tiny bit a faster if I switched to a mechanical keyboard, but the tall keys of most mechs would take me awhile to get used to, and overall the difference would be tiny. I prefer my flat scissors keys.
For some games, I certainly prefer a controller (action games especially). Others, mouse and keyboard works best.
For shooters, the ceiling of possibility is probably way higher with a mouse, but if you're not comfortable with it, you may not ever reach that.
The whole benefit of PC gaming? The choice is your's.
