The only legal and legit way to get Windows is by buying a Windows license and then install Windows on a box and enter the product key from your license.
I don't think I'd personally use it, since I'm a software engineer not a web developer, but I think the concept would really appeal to some people, such as web developers, for example.
Try it out on an old laptop or something, to see if you like it. If you don't want to remove the stuff on the other machine, try virtualisation, using something like VirtualBox (https://www.virtualbox.org)
Try to find some drivers on the tonymac86 forums, hopefully that should help. If it doesn't, ask the guys over there. They should be able to help you out, they are literally the Hackintosh experts.
You can install a Linux distribution instead of Chrome OS to see if that helps your dad, but there is no way, at least that I am aware of, that you can install Windows on a Chromebook.
(This solution works for macOS and any Linux distro.)
You can use the 'passwd' command in your terminal.
You just need to type in the new password.
If you can't log into the account that you want to change the password of, you can boot into recovery mode (using CMD+R), then enter 'resetpassword' into the Terminal app.

You can find your home folder (where all your files are stored) at '/home/<username>' where <username> is the name that you use to log on to the Linux box. So if my username was 'tesla', my home folder would be located at '/home/tesla/'.
Steam's files can be found at '/home/<username>/.steam'.
