so i guess i'll go with the 300 mhz and when i upgrade to 1700 or a 2700 then i'll buy a good pair of 16gb 3000 mhz ram modules

Both are same things really. UEFI Bios is more modern version of Bios , it looks more pleasing with easier navigation within the bios. You can also use mouse in UEFI bios whereas in old bios you could only use keyboard.
And yes, your mobo supports UEFI.
