The R5 3600 and 3600X feature the same performance.
An R5 2600 costs way less and the performance jump to 3600 does not justify the extra money spent.
My recommendation would be a simple Ryzen 5 2600 or 2600X, maybe even the Ryzen 7 2700 with its two more cores.
And maybe changing the motherboard for some great X470 one like the MSI X470 Gaming Pro Carbon AC, would save you some money for a stronger CPU or graphics card.

also under advanced in the update section, make sure Automatically download updates, even over metered data connections is off.
There should also be a way to let windows know you're on a metered connection
edit: Found it Wi-Fi network > Properties > turn on Set as metered connection.
I haven't updated windows in a few weeks because I have this enabled and haven't booted up at home in a few weeks.

Set a data limit and restrict bacground data, you can do the in the data usage section of windows settings.

For a 150w card it's good enough, not an ounce more cooling (for relative low noise level) though. On the 580 it starts to get underwhelming, so there's that.

Not really, I don't know what brands and models are available over there. I'd say look over all board partner models, and pick the model with the best cooling and noise performance.

It's up to you to get parts. I can give a couple of suggestions.
1 - Don't get anything below GTX1060 6GB or RX580 because lower cards will struggle in GPU heavy games.
2 - You can get cheaper CPU , but I still suggest you go with Ryzen. It's cheaper and offers better upgrade path. Get Ryzen 5 1400 and a B450 board I suggested, you will have an option to upgrade to Ryzen 3000.series in the future.
3 - You can get 2x4GB RAM instead, but keep in mind that mtiplayer games like BF5 require more than 8 gigs. Keep in mind that Ryzen needs fast RAM, at least 2666Mhz.
4 - For storage you can get 120GB SSD for OS or 240GB SSD if you want to install games on. For general storage you can pick up 1TB HDD, they're super cheap these days.
